EIPA conducts the feasibility study for a European Diplomatic Academy

EIPA experts Sabina Lange and Wolfgang Koeth will be leading the feasibility study for a European Diplomatic Academy.

The contract, initiated as a pilot project in the 2022 EU budget and managed by the European External Action Service (EEAS), has been awarded to a consortium which is led by EIPA, and includes the School of Transnational Governance of the Florence-based European University Institute. Stephen Blockmans and Jorge Nuňez, both at the Centre for European Policy Studies (CEPS), also form part of the core team.

 

 

The need for an institutionalised approach to EU-level training of European diplomats has long been promoted among proponents of the greater role for Europe in the world, most notably by the European Parliament.  A common curriculum with a genuine European perspective on issues, policies, objectives and tools of foreign policy, should complement the existing diplomatic training offered at national level. Bringing national diplomats together in such a programme will contribute to building an “esprit de corps” among European diplomats.

The feasibility study will provide options for legal and financial aspects for the academy; for its logistical, organizational and administrative arrangements; and for the curriculum which will complement national training and is to show a clear added value.

The study is to be delivered in November 2022.

After the creation of a the EEAS in 2010, the 2016 Global Strategy and the 2022 Strategic Compass, the European Diplomatic Academy will be another important step towards strengthening the EU as a global actor. EIPA is proud to be part of this endeavour!
