Privacy Policy

This notice describes why we, at the European Institute of Public Administration (hereinafter referred to as EIPA) gather and use your personal data when:

  • you choose to accept the cookies on our website www.eipa.eu;
  • you register for our courses and other paid activities;
  • you access EIPA’s contractual activities;
  • you register for and attend an EIPA event;
  • you download one of our course brochures
  • you register for our Monthly newsletter and/or regular course mailings

Any personal data provided to or gathered by EIPA’s website/e-mail is controlled by the European Institute of Public Administration, with its headquarters located at 22 Onze Lieve Vrouweplein, 6211 HE Maastricht, the Netherlands (“EIPA” or the “Data Controller”). EIPA will determine the purpose for which your personal data are collected, how these data will be stored, for how long and who will have access to your personal data.

  • To comply with the law applicable to EIPA.
  • To fulfil our obligations in the agreement between you and EIPA (e.g. when you purchased one of EIPA’s services).
  • For our legitimate interest in a contract. This applies when the data processing is not required by law or is not necessary to fulfil the obligations in a contract, but is of a clear benefit to EIPA while having limited privacy impact on you as the individual.

When we use one of the above legal grounds to gather and use your data, your consent is not required.

Please note that in all other situations EIPA will ask for your consent (e.g. when EIPA will record an event to which you will participate).

We may use your personal data:

  • to handle orders;
  • to deliver EIPA’s services;
  • to process payments (including necessary checks in relation to purchases on account);
  • to communicate with you about orders, products, services and promotional offers;
  • to update our records and generally maintain your accounts with us;
  • to display content such as customer reviews and recommend services that might be of interest to you.

We also use this data to:

  • improve our website and our online e-learning platform Moodle;
  • prevent or detect fraud or abuses of our website;
  • enable third parties to carry out technical, logistical or other functions on our behalf.
  • Data you give us: we receive and store any data you enter on our website or give us in any other way (by e-mail). You can choose not to provide certain data, but then you might not be able to take advantage of some of our features (e.g. downloadable brochures, access to good practices databases, free online learning modules or other public goods).
  • Automatic data: we receive and store certain types of data whenever you interact with us. For example, we use ‘cookies’ and we obtain certain types of data when your web browser accesses EIPA’s website or advertisements and other content served by or on behalf of EIPA’s website on other websites (e.g. EIPA course ads on LinkedIn or other platforms).
  • E-mail communication: to help us make e-mails more relevant and targeted to you, we receive a confirmation when you open our e-mails, if you chose to opt-in to our communication. If you do not want to receive our newsletters or course mailings from us anymore, please send an email to diemel@eipa.eu.

We make use of cookies on our EIPA website. Cookies are small text files that are placed on a PC and are read out by a browser.

These cookies are used for the following purposes:

  • Remembering e.g. log-in names and passwords for efficient use of the website.
  • Analysing the use of our website for further optimisation.
  • Gathering data concerning your customer journey for further optimisation of, and communication on our products and services.

We use the data we gather only in compliance with the law in order to improve our services, in a proper manner and with due care.

You can switch off the cookies that remember your preferences via your browser settings. You can set your browser to prevent any further receipt of cookies.

Please note that if you make use of a different computer, you will need to adjust your browser settings again on that computer.

Your personal data and its security is important to us. We are not in the business of selling it to others. EIPA shares customer data only as described below.

  • Third party service providers: We employ other companies and individuals to perform functions on our behalf. Examples include fulfilling services regarding mailings, website and e-learning platform hosting (Moodle) and other interactive tools providers, cloud providers for our online e-learning services, third provider who analyse data (e.g. evaluation of EIPA’s products), providing marketing assistance, providing online search results and links and processing credit card payments. We use Hubspot as a third-party processor to manage and send marketing and other communications. If provided, personal data, such as your email address, name and topical preferences, may be processed by Hubspot. These external parties have access to only that personal data that is needed to perform these functions, and are not allowed to use it for other purposes. Further, they must process the personal data in accordance with this Privacy and Cookie Notice and as permitted by applicable data protection laws.
  • Protection of EIPA and others: We release account and other personal data when we believe release is appropriate to comply with the law; enforce or apply our general terms and conditions and other agreements; or protect the rights, property or safety of EIPA, our users or others. This includes exchanging data with other companies and organisations. Obviously, however, this does not include selling, renting, sharing or otherwise disclosing personally identifiable data from customers for commercial purposes in a way that is contrary to the commitments made in this Privacy and Cookie Notice and as stipulated under EU Data Protection Laws.
  • With your consent: other than as set out above, you will receive notice when your data might go to third parties and you will have an opportunity to choose not to share the data.
  • As stated above, you can always choose not to provide data or to provide less data, even though it might be needed to register or to receive a newsletter/course mailings or to register for one of our paid services.
  • You can request a copy of the personal data we hold about you.
  • You can request us to correct the personal data we hold about you when this personal data is incomplete or not accurate.
  • You can ask us to delete some of your personal data and – under certain circumstances as described in the data protection legislation – request to be forgotten.

  • if you don’t want to receive e-mail or other communication from us or object to any other use of data by us, or
  • if you want to obtain a copy of the personal data in a commonly used electronic format,

EIPA retains your personal data no longer than is necessary and proportionate for the purpose for which it has been gathered or supplied and will store the personal data for the shortest amount of time possible to:

  • fulfil our contractual agreements towards you with regard to our paid services (e.g. we may retain personal data about you for a longer period if the course or other paid service you attended with EIPA has a certification model that is to be repeated on a regular basis);
  • Comply with its statutory obligation (e.g. all invoices issues by and to EIPA, including those with your personal data, have to be kept by EIPA based on the fiscal statutory obligation EIPA has for a period of 7 years under Dutch law);
  • Comply with its contractual obligations towards your employer or third parties (e.g. OLAF, EU Commission, etc.) with regard to the audit right such party may have (for a complete list applicable to your specific situation in terms of the retention periods, please write us at diemel@eipa.eu).

Our organisation evolves in line with the needs of the market and our customers, which means that our Privacy and Cookie Notice can change as well. You can check our website to see recent changes. Unless stated otherwise, our current Privacy and Cookie Notice applies to all data that we have about you and your account. We will never materially change our policies and practices to make them less protective of customer data collected in the past without the consent of affected customers.
