Professional experience

Baudouin Heuninckx, PhD, DSc, is a Chartered Procurement and Supply Professional (MCIPS) and the Deputy Director for Industry, Synergies and Enablers at the European Defence Agency (EDA), specifically responsible for industry strategy and EU policies.

He was successively the Deputy Head of Procurement, the Deputy National Armaments Director, and the chief counsel of the Procurement Division of the Belgian Armed Forces.

Before that, he worked on the A400M military transport aircraft programme for the international organisation OCCAR. He is also an academic, teaching public procurement law and management. Until recently, he was the Chairman of the Belgian interfederal Public Procurement Commission.

He has written numerous books and articles on public procurement, particularly in the fields of defence and security. His 2016 book “The Law of Collaborative Defence Procurement in the European Union” as well as his chapter on defence and security procurement in Professor Sue Arrowsmith’s 2018 book “The Law of Public and Utilities Procurement” are widely regarded as key references in these fields.
