Professional experience

Dr Baudouin Heuninckx has about 25 years professional and academic experience in public procurement law and management and in international relations in the fields of defence and security, in particular with the EU, NATO and OCCAR.

He is a Chartered Procurement and Supply Professional (MCIPS) and currently the Deputy National Armaments Director of the Belgian Armed Forces. He was until 2021 the chief counsel of the Belgian Defence Procurement Division, and before that held a number of management positions within the Belgian Defence. In 2022, he was appointed Chairman of the Belgian inter-federal Public Procurement Commission by the Prime Minister of Belgium. He is also external advisor on defence for Rud Pedersen Public Affairs Brussels.

Holder of a PhD in law and of an engineering degree, he is an academic in both the UK and Belgium and has written numerous books and articles on public procurement, in particular in the fields of defence and security.
