Kaire is an education economist working on various issues related to educational equity and efficiency.  Her focus is on school choice, diversity in education, classroom practices, and on the Estonian education system.  Her recent book „Why Estonian PISA is tilted?“ (in Estonian) is taking a data-rich insight to the lessons learned about the last 15 years of Education reforms in Estonia.
