Context
The National Registry of Administrative Procedures (MITOS) is a key initiative driven by the Greek government’s Digital Governance plan. It sits alongside the Observatory for Bureaucracy and the National Programme for Process Simplification as one of the three pillars of the National Policy for Administrative Procedures. MITOS is overseen by the Ministry of Digital Governance, with financial backing from the European Structural and Investment Fund (ESIF). Following a recent government reshuffle, the Ministry of Interior has assumed ownership of the project.
Objectives
The National Registry of Administrative Procedures (MITOS) was developed to address the challenge of streamlining and simplifying administrative processes within the Greek public sector. This initiative is part of a broader effort to digitise public services and improve the overall experience for citizens and businesses interacting with government authorities.
MITOS serves as a central platform for public service information, acting as a single point of reference for both citizens and civil servants. In it, users can access comprehensive details on various administrative procedures including prerequisites, required documents, processing steps, associated costs and timelines.
Implementation
The project’s implementation involved a three-step, controlled crowdsourcing model. Designated civil servants act as editors, reviewers and publishers. Editors from each Ministry are responsible for registering new procedures, while reviewers verify and approve entries for publication. The Ministry of Interior, which currently owns MITOS, has the final say on publishing procedures. This model ensures the accuracy and timeliness of information within the registry.
MITOS leverages open-source software, including MediaWiki, the platform behind Wikipedia. This not only reduces costs but also allows for easy adaptation and future expansion to other entities and public administrations.
