Voucher-based Adult Education Scheme in Croatia

Briefing
November 2026

Croatia’s Voucher-based Adult Education Scheme enables employed and unemployed adults to choose and access publicly funded training programmes aligned with labour market needs. Introduced in 2022 by the Ministry of Labour, Pension System, Family and Social Policy and implemented by the Croatian Employment Service, the scheme replaces traditional public procurement with a digital voucher system. Participants select from a catalogue of approved programmes, supported by skills self-assessment, career guidance and quality monitoring. By June 2026, around 69,000 people had used a voucher, with more than 10,000 participants from vulnerable groups. Results show that 84% of previously unemployed participants found work within 12 months, while 98% of employed participants retained their jobs. The scheme won 3rd Prize in the EPSA category “Innovating Government, Governance and Policies”.
