The Galician Strategy for Public Procurement of Innovative Solutions in Health

Briefing
November 2026

The Galician Strategy for Public Procurement of Innovative Solutions in Health is a long-term initiative through which the Galician Health Service (SERGAS) and the Galician Health Knowledge Agency (ACIS) use public procurement to develop healthcare solutions that are not yet available on the market. Since 2012, the strategy has followed a structured process of identifying needs among healthcare professionals and patients, consulting suppliers and research centres, selecting suitable procurement procedures, and testing and deploying successful solutions. It has delivered services now integrated into everyday care, including electronic health records, electronic prescribing, the TELEA remote monitoring platform and the É-Saúde patient portal. More than 30 innovation procurement processes have been launched, around 40–50% of initiatives have reached full clinical production, and the approach has been replicated in other public administrations. The project won 1st Prize in the EPSA category “Delivering User-Centric Services at Subnational Level”.
