Suma CivicData Engine: A Subnational CivicData Engine for Fair Tariffs and User-Centred Public Services

Briefing
November 2026

The Suma CivicData Engine is a shared data infrastructure developed by Suma Gestión Tributaria, the tax-management body of Spain’s Provincial Council of Alicante, to help municipalities establish fair and legally compliant waste charges. In response to national legislation requiring fees to reflect the cost of waste services and the amount of waste generated, Suma consolidated, cleaned and linked fragmented municipal registers, using property data and geospatial analysis to estimate waste generation and develop tailored tariff models. Municipalities validate and adapt these models before approving their own tariffs. The system has georeferenced more than 119,000 records and integrated 43 million data points, identified previously unregistered or incorrectly recorded properties, and generated approximately €5.3 million in additional municipal revenue. The project won 3rd Prize in the EPSA category “Delivering User-Centric Services at Subnational Level”.
