The Participatory Budget Platform is a national digital service developed by Latvia’s Ministry of Smart Administration and Regional Development (MoSARD) to enable residents of all 42 municipalities to propose local projects, vote on them and follow their implementation. Introduced in 2025 alongside a new legal requirement for municipalities to allocate part of their budgets to participatory budgeting, the shared platform provides a common system for submitting proposals, verifying voter eligibility automatically and tracking project progress. It also offers assisted voting through existing customer service centres, ensuring that residents with limited digital skills can participate. In its first year, residents submitted 634 proposals and cast 88,352 votes; across the first two cycles, 117 projects were approved and 34 completed. The project won 2nd Prize in the EPSA category “Innovating Government, Governance and Policies”.
