Baltic Energy Independence Project

Briefing
November 2026

The Baltic Energy Independence Project brought Estonia, Latvia and Lithuania’s electricity grids into the Continental Europe Synchronous Area, ending their operational dependence on the power system of Russia and Belarus. Launched in 2007, the cross-border initiative involved the three Baltic governments, their transmission system operators, Poland, European partners and the European Commission. It delivered more than 40 interconnected projects, including modernised transmission lines, new interconnections, battery storage systems and upgraded network control infrastructure. Following the disconnection from the Russian-Belarusian BRELL system on 8 February 2025, the Baltic States synchronised with continental Europe the next day, without disruption to consumers. The project strengthened regional energy security, enabled the Baltic States to manage their electricity frequency independently and increased external interconnector capacity to 3 GW. It won 2nd Prize in the EPSA category “Investing in Infrastructure, Mobility and Energy”.
