The State Chancellery of the Republic of Moldova has officially launched the implementation of the Common Assessment Framework (CAF), the leading European self-assessment tool designed to improve institutional performance and administrative efficiency. The working group in charge of the CAF rollout held a training session on April 1 – 2, 2025, supported by Tihana Puzić, Deputy Head of EIPA’s European CAF Resource Centre.
The introduction of CAF within the State Chancellery is supported by the OECD-SIGMA initiative and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in commission of the German Federal Ministry of Economic Cooperation and Development, reinforcing Moldova’s commitment to fostering an efficient, citizen-oriented public administration. Eastern Partnership Regional Project for PAR and SIGMA, service delivery pillar, joined forces with the expert support of EIPA and the European CAF Resource Centre, based on a successful initial capacity building and piloting phase in 2024.
Lilia Dabija, Deputy Secretary General of the Government, emphasised that adopting the CAF model represents a significant step toward modernising public administration and improving the quality of services delivered to citizens. She highlighted that the self-assessment process enables institutions to analyse their operations in-depth and identify customised solutions for greater efficiency and effectiveness.
Moldova’s Public Services Agency has already successfully applied the CAF model, demonstrating its value in strengthening institutional capacity. As an observer in the European Public Administration Network (EUPAN) since 2024, Moldova joins thousands of European institutions using CAF to drive administrative modernisation, inter-institutional collaboration, digital transformation, and improved public service delivery.
“Having Ms. Violina Varta with us, as a CAF project leader from the Public Service Agency in 2024, and now as a CAF trainer in the State Chancellery, is a significant step in creating a sustainable and tailor-made CAF approach in Moldova. We appreciate the full commitment from the State Chancellery and the willingness to support the overall process from the Public Service Agency. Other important institutions have expressed the interest to implement the CAF, and we will do our best to support this, striving for institutional and sustainable quality management in the public administration of Moldova”, – as stated by Mr. Nick Thijs, senior advisor of SIGMA and Mr. Hrachik Yarmaloyan, GIZ Regional Project Component Manager for Eastern Partnership.
