Context

The Approvo Mobile Application project is a management innovation project undertaken by Regione Liguria, the regional authority of Liguria, Italy. The project is part of a wider governmental programme to promote dematerialisation of primary processes within the regional Administration’s enterprise resource planning (ERP) system. This programme aligns with the European Interoperability Framework and aims to improve efficiency and security through digitisation. Regione Liguria has developed a set of interoperable IT systems based on service-oriented architecture to achieve this goal. These systems comply with security guidelines and standards established for public administration digital systems.

Objectives

The Approvo Mobile Application project has two main objectives. First, it aims to achieve complete dematerialisation and digitisation of core ERP system processes, including the production of monocratic acts by the Regional Council and the creation of digital liquidation files. Second, the project seeks to improve the accessibility and efficiency of these processes for regional users by enabling them to operate remotely using mobile devices.

Implementation

A centralised digital signature book system allows users to remotely sign dematerialised documents. To unify the various applications within the ERP system, a web application called User Desk (scrivania dell’utente – SU) was designed. SU acts as a central dashboard for regional users, providing them with a single point of access to all tasks assigned to them across the ERP system’s applications. Users receive notifications regarding process progress and can directly access individual applications through SU in single sign-on mode.

The Approvo Mobile App serves as the mobile extension of the SU application. It allows authorised users to remotely perform tasks associated with the ERP system’s procedures. This functionality empowers users to work remotely without needing additional equipment beyond their mobile phones. Notably, Approvo also enables remote digital signatures on documents within the user’s digital signature book.
