Context
Voghera Digital was initiated by the Municipality of Voghera to address the need for a structured approach to digital transformation. The project was conceived in response to the increasing responsibility of municipalities to implement national and European digital reforms, and to manage public investments aimed at modernising services, infrastructure, and organisational processes, while ensuring inclusiveness. Voghera Digital represents the progressive evolution of a local digital transition initiative into a stable and integrated framework that supports long-term benefits for the community. Over time, the project has moved beyond an experimental phase and has been embedded within the municipality’s governance and operational practices, aligning infrastructure upgrades, service innovation, capacity-building, and data-driven approaches within a coherent strategy.
The project is grounded in the understanding that effective digital transformation in the public sector requires technological change alongside institutional and cultural adaptation. Voghera Digital has therefore combined investments in digital public services with continuous training programmes and participatory initiatives, enabling citizens, businesses, and local stakeholders to engage with innovation. Objectives
The objective of Voghera Digital is to support the municipality’s digital transition by addressing structural gaps in digital skills, service accessibility, and organisational capacity. The project aims to reduce the digital divide by improving digital public services and ensuring that citizens of all ages can effectively access and use them.
To respond to these needs, Voghera Digital combines technological upgrades with concrete capacity-building actions, including continuous training programmes, assisted access to digital services, and participatory initiatives. A central component of the project is the annual Voghera Digital Festival, designed as a structured platform for dialogue, learning, and engagement. The festival brings together citizens, businesses, associations, schools, universities, and public institutions to explain ongoing digital reforms, present available services, and foster digital awareness in an accessible and inclusive way.
Through the festival, the municipality creates a shared space where innovation is made understandable, feedback is collected, and trust between the administration and the community is strengthened. In parallel, the project supports the modernisation of internal administrative processes, promoting data-informed decision-making and more efficient service delivery. Through this integrated approach, Voghera Digital seeks to ensure that digital transformation produces lasting, inclusive, and measurable benefits for the local community.
Implementation
Voghera Digital is implemented through a coordinated governance model within the Municipality of Voghera, integrating political direction, administrative management, and operational staff. The project is overseen by the municipal leadership responsible for digital transition and innovation, with cross-departmental involvement to ensure alignment with organisational processes, service delivery, and strategic planning. Dedicated staff and internal resources are complemented by external partnerships, while funding is ensured through a combination of municipal budget allocations, public grants, and sponsorships.
The project design emphasises flexibility and sustainability. Digital initiatives are integrated into ordinary administrative activities, allowing for gradual institutionalisation rather than standalone interventions. Staff allocation and budget planning are adjusted over time in response to evolving needs, regulatory changes, and available investment programmes, ensuring continuity beyond the initial implementation phase.
Stakeholder consultation and communication are central to the implementation approach. Citizens, businesses, associations, educational institutions, and other public bodies are regularly involved through participatory activities, training programmes, and the annual Voghera Digital Festival, which serves as a key communication and engagement tool. Feedback collected through these channels is used to refine services, adapt project priorities, and support informed decision-making. This governance and implementation model has enabled Voghera Digital to remain responsive, inclusive, and aligned with long-term institutional objectives.
