Citizen Participation for More Co-Created Policies?
This online course provides a comprehensive overview of Stakeholder (SH) consultation its methods, tools and processes. It demonstrates how SH consultation should be applied in practice.
It follows the sequential phases of a consultation activity, namely, the planning, design, implementation, reporting and informing. It provides an in-depth understanding of how to use the various methods and tools to consult Stakeholders. Using practical sessions including examples, case studies and exercises, this course enhances participants’ capacity to draft fit for purpose and state of the art public consultation questionnaires. It discusses how to ensure that SH input can provide valuable evidence for Impact Assessments and Evaluations.

Course methodology/highlights
The course delivery combines interactive presentations showcasing practical examples and group exercises.
The two-half-day course is led by experts with research and practical experience in SH consultations in the EU context and beyond.

Payment
Prior payment is a condition for participation.
Cancellation policy
For administrative reasons you will be charged € 50 for cancellations received within 7 days before the activity begins. There is no charge for qualified substitute participants.
EIPA reserves the right to cancel the activity up to 1 week before the starting date. In that case, registration fees received will be fully reimbursed.

We discuss the context and needs, the history of public consultation, and how it is embedded in the policy cycle. We also delve into the use of consultation in the context of increasing trust, as well as explore consultation principles and standards. |
09.25 | Planning of consultation activities During this session, we guide you on how to get started with drafting a consultation strategy. We explore methods for identifying the affected stakeholders, using the stakeholder mapping matrix to prioritize stakeholder groups, and selecting appropriate consultation methods. Furthermore, we discuss how to draft a consultation strategy document. |

09.00 | Conducting consultation activities In this session, we delve into effectively announcing and communicating consultation activities. We discuss how to draft communication plans and select the right communication channels. Additionally, you will gain insights on moderating responses received during the consultation process. |
09.25 | Analyse the data This session deals with the analysis of data. We explain you how to prepare and clean the data and how to identify and deal with campaigns. Additionally, we discuss the basic qualitative and quantitative techniques needed to analyse the closed and open questions in the context of the Stakeholder consultation (reflecting on the representativeness of the sample). |
