Introduction to the Better Regulation Agenda
This course provides a thorough overview of the Better Regulation (BR) agenda and its implementation in the EU policy making. It includes an informative session explaining the key concepts of Better Regulation (BR) and how they are applied across the EU policy cycle. It presents the procedures and how the Better Regulation tools are used in practice in the European Commission (EC). It enhances the participants’ knowledge on the BR agenda and stands as a comprehensive introduction to the specific BR courses on Regulatory Impact Assessments, Regulatory evaluations and Stakeholder consultation.
What you will learn in this course:
- the key concepts of Better Regulation and how they are applied across the policymaking cycle.
- how BR tools are used in practice in the European Commission (EC).
- what the principle of Subsidiarity is and how the ECs Better Regulation Guidelines and Toolbox set out assurances for this.
- how Member States (MSs) implement the Better Regulation Agenda and what the challenges and drawbacks of different approaches are.
Course methodology/highlights
The course is led by experts who have decades of both research and practical experience in using the Better Regulation instruments both in the EU context and beyond.
The course combines interactive presentations, practical examples and quick polls and group exercises to consolidate the concepts.

By the end of the course, you will:
- Understand the concept of policy cycle and how it is implemented in the EU
- Have an overview of the better regulation instruments namely Impact Assessments and evaluations
- Understand the principle of subsidiarity and how this can become a workable tool for MSs
- Gain insights on how Member states (MSs) assess, monitor and evaluate legislation. What are the common pitfalls, what are the good practices.

Confirmation of registration will be forwarded to participants on receipt of the completed online registration form.
Payment
Prior payment is a condition for participation.
Cancellation policy
For administrative reasons you will be charged € 50 for cancellations received within 7 days before the activity begins. There is no charge for qualified substitute participants.
EIPA reserves the right to cancel the activity up to 1 week before the starting date. In that case, registration fees received will be fully reimbursed.

Better regulation policy cycle – introductory module | |
09.15 | Introduction to the better regulation policy cycle – theory, principles and standards Better regulation involves policymaking in an open and transparent manner. The first session of our course covers the key concepts and principles of better regulation. We introduce the policymaking cycle, explaining its sequential phases. We showcase the implementation of the policy cycle within the European Commission, providing a step-by-step overview of the trajectory of EU lawmaking, from planning to implementation. |

We also introduce the principles of stakeholder consultation, discussing relevant consultation methodologies and tools aligned with current practices in the European Commission. |

11.15 | Implementing the BR agenda in Member States: The principle of subsidiarity Regulatory Impact Assessments aim to generate policy proposals that adhere to the principle of subsidiarity.
