Procedures and Structures in EU Administrative Law

This course provides a clear overview of how EU administrative procedures work, including the rules, practices, and current issues involved in enforcing EU laws and policies.The objective of the course is to provide an overview of the existing administrative procedures, structures, and actors within the EU multilevel system.

About this course

This course is intended to offer advanced insights into the concepts, principles, legal framework, and practical operation, developments, and challenges with regard to EU administrative procedures pertaining to the implementation and enforcement of EU law and policies. It enhances the understanding of the notion and operation of administrative procedure within the EU multilevel system, the main forms, types, stages, actions, structures, and network of public and private actors, as well as underlying principles of EU administrative procedures. It focuses on EU procedures of direct administration as well as on EU composite/hybrid procedures as quintessential types of EU administrative procedures highly relevant in EU legal and administrative practice. Last but not least, it explores the role, impact, and challenges of digitalisation and artificial intelligence (AI) in the context of EU administrative procedures and procedural law.

By taking this course, you will:

  • enhance your ability to understand and work with various types of administrative procedures within the EU multilevel system (decision-making procedures, delegation of powers, co-regulation/self-regulation, review, investigation and consultation procedures, composite/hybrid regulatory networks, and procedures).
  • enhance your ability to understand and operate with various types of EU administrative actions (e.g. binding and non-binding acts, regulatory and individual acts, preparatory and internal administrative acts, public-private frameworks) in the context of EU administrative procedures.
  • improve your understanding of the roles and responsibilities of the various actors of EU administration (EU institutions, offices, bodies and agencies, national authorities, private stakeholders), and the interplay between them in the context of EU administrative procedures of EU administrative law, including the impact of AI technologies.

Course methodology:

Our methodology has a clear practical approach. Therefore, the course includes case studies and interactive workshops with practical examples, giving participants the opportunity to become familiar with the types of situations in which they can apply what they have learned to their daily work.

The Q&A sessions provide the participants with the opportunity to ask and share experiences to gain a better understanding of how to deal with challenges associated with EU administrative procedures and structures established for the purpose of the implementation of EU law and policies.

This course is relevant for: (1) officials of the EU institutions (Commission, Council, European Parliament, Court of Auditors, European Central Bank, the Court of Justice of the European Union), as well as the European Union bodies, offices and agencies; (2) officials of the EU Member States’ various authorities dealing with the implementation of EU law and/or involved in the EU gradually integrated and composite public administration; (3) officials of acceding/neighbourhood third countries involved in the transposition and implementation of the EU acquis.

Fee
The fee includes documentation, refreshments, and a lunch. Accommodation and travel costs are at the expense of the participants or their administration.

For all other participants, the regular fee applies.

As a token of appreciation we offer all our participants a loyalty coupon for one of our future courses. The offer can be shared with colleagues and relevant networks. Meals
Dietary preferences can be indicated on the registration form.

Hotels
EIPA has a special price arrangement with a few hotels. The hotels are within walking distance of EIPA. Payment is to be made directly and personally to the hotel upon checking out.

Confirmation
Confirmation of registration will be forwarded to participants on receipt of the completed online registration form.

Payment
Prior payment is a condition for participation.

Cancellation policy
For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants.

EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).
