Digital Ethics Officer Certified Training Programme for European Administration (DEO4PA)

The Digital Ethics Officer for European Administration (DEO4PA) Training Programme is an Erasmus+ initiative co-funded by the European Union, designed to equip public administrators with the skills to become certified Digital Ethics Officers (DEOs). The programme promotes the responsible and ethical use of digital technologies in public administration, ensuring that digital transformation aligns with democratic principles and fundamental rights.

The project is led by the Ministry of Finance of Italy (MEF), in collaboration with key partners across Europe: the European Institute of Public Administration (EIPA) and ALLAI  in the Netherlands, the EDHEC Augmented Law Institute in France, DIMITRA in Greece, and Uninettuno in Italy.

Project Overview: Launched in November 2023, DEO4PA aims to establish a certified training programme for Digital Ethics Officers. The pilot course will be conducted in The Netherlands, Italy, France, and Greece from mid-October 2024 to mid-March 2025.

Objectives:

  • Raise awareness within public administrations (PAs) and educational institutions about the critical role of Digital Ethics Officers in ensuring the responsible use of digital technologies, through the creation of an EU-wide educational standard.
  • Enhance PAs’ understanding of the ethical, social, and legal implications of digital technologies, contributing to the European Commission’s vision of a trustworthy digital ecosystem.
  • Strengthen international collaboration and networking among training and education sectors.
  • Promote sustainable and responsible digital technology use by addressing emerging risks.

Key Results:

  • Develop a certified training curriculum tailored for DEOs within the EU public sector.
  • Pilot a DEO training course, with a focus on the ethical, social, and legal challenges posed by digitalisation, especially in relation to AI.
  • Share Methodological Guidelines from vocational education, higher education, and public administration sectors.
  • Establish a EU Digital Ethics Skills Network connecting public administrations and educational institutions.
