BärGPT is an open-source AI assistant developed by the Berlin Senate Chancellery and CityLAB Berlin to support public servants in everyday administrative tasks, including drafting, document analysis and knowledge management. Launched in November 2025, it uses European AI models and sovereign German cloud infrastructure to ensure GDPR compliance and digital sovereignty. With almost 16,000 registered users by June 2026, the project demonstrates how public administrations can develop secure, user-centred AI solutions while improving efficiency, supporting staff and reducing dependence on non-European technology providers. It won 2nd Prize in the EPSA category “Delivering User-Centric Services at Subnational Level ”.
