Comparative public administration; the role of national parliaments in the EU accession process; interface between political and administrative levels.

Professional experience

Pavlina Stoykova is Head of Resource Mobilisation at EIPA. As Senior Lecturer, over the past 10+ years she has been working on comparative public administration issues and public sector capacity building. Since 2017, she has focused on structural reform in the EU public sector, and more recently, on the Technical Support Instrument and the Recovery and Resilience Facility. As Head of Tenders, she leads and coordinates the acquisition of commercial opportunities with EU and EU MS public sector clients in the areas of EIPA expertise.

She specialises in a number of areas including comparative public administration issues and the role of the senior civil service in EU Member States. Her other interests include the interface between political and administrative systems in an international and domestic context, as well as the interaction between the central executive and the legislature during the process of EU accession.

Pavlina Stoykova is a graduate of the University of Manchester (UK). She also holds degrees in International Relations and International Public Law from Sofia University ‘St. Kliment Ohridski’.
