Daniel Arosa Otero

Daniel Arosa Otero is an Executive Manager and public procurement expert working on public administration reform in an international context. Over more than a decade he has advised public institutions worldwide, including the European Commission, United Nations and the European Bank for Reconstruction and Development, combining hands-on reform work with an evidence-based, research-driven approach.
As an Executive Manager he leads the delivery of complex projects for public administrations and international organisations, combining deep domain knowledge with a solid grasp of the technology behind digital public services, and managing multidisciplinary teams and client relationships throughout. His particular focus is public procurement reform across its legal, procedural, and technological dimensions.
At the European Commission he leads work on the Public Procurement Data Space, helping design how administrations share and use procurement data, and he produces studies and reports that inform policy and market practice.
Daniel holds a PhD in Economics focused on public procurement, with research on how tender design shapes market access and, in particular, SME participation in public tenders.
