DG NEAR, European Commission
Christophe Casillas is the primary contact point for twinning in the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) at the European Commission for IPA countries.
He joined the EU delegation in Azerbaijan in 2009 as the contact point for twinning, TAIEX, and SIGMA, where he worked as an evaluator for the twinning selection procedures.
In 2012 he moved to DG NEAR, where he currently participates actively in reviewing and approving twinning fiches before they are circulated. He is also a key RTA trainer in the organisation for IPA and ENI countries.
Christophe regularly conducts twinning trainings where he provides guidelines on improving the selection process and shares updates on the latest developments and best practices. He has provided such trainings in all IPA countries, in many ENI countries and EU Member States, and is also a regular contributor at EIPA, Maastricht.
Christophe has been the primary contact point for mandated bodies and has contributed to the twinning reforms and the revision of the Twinning Manual 2012 (update 2013-2014) and 2017.
