De Thuisgevers is a Dutch initiative hosted by the Municipality of Kampen that helps municipalities create temporary housing for recognised refugees by identifying and repurposing vacant buildings and unused land. A team of independent experts supports local authorities with feasibility assessments, funding applications and coordination between public departments, property owners and other stakeholders. The initiative also uses geographic data to identify overlooked housing opportunities and involves neighbourhood volunteers to support newcomers in settling into their communities. Since 2022, it has helped house 1,349 people, supported around 158 municipalities and identified 1,550 potential conversion sites. The project demonstrates how a lean, collaborative approach can turn existing resources into practical housing solutions. It received first prize in the EPSA 2025-26 category Investing in Infrastructure, Mobility and Energy.
