Applications for EPSA 2025-26 Are Now Open!

On 1 October 2025, the European Institute of Public Administration (EIPA) officially launched the 10th anniversary edition of the European Public Sector Award (EPSA) with a kickoff event that brought together nearly 150 potential applicants from 21 countries.

Under the theme “Driving Competitiveness through Reforms and Investments”, EPSA 2025-26 invites public administrations at all levels (European, national, regional and local) to submit their most impactful and innovative projects.

This event has become a beacon for excellence, innovation, and transformative change across public administrations and our Member States. The Award Categories

Applicants are invited to submit their projects in one of the following categories:

  • Innovating Government, Governance and Policies: We’re looking for projects that reshape how governments work, invest, and serve. From structural reforms that strengthen transparency and accountability, to digital and algorithmic solutions transforming policymaking, legislation, and service delivery; this category celebrates systemic change with lasting impact. Projects may highlight evidence-based policymaking, smarter HR, upskilling, and data-driven resource allocation. Strong contenders are expected from initiatives supported by EU programmes such as the Technical Support Instrument (TSI), the Recovery Facility (RF) and the Digital Europe Programme.

  • Investing in Infrastructure, Mobility and Energy: Whether it’s driving the green and digital transitions, boosting cybersecurity and telecoms, or pushing forward in hydrogen, renewables, energy efficiency and sustainable housing, we want to see how your initiative is reshaping Europe’s backbone infrastructure. Cutting-edge R&D, innovative financing, and future-proofing skills in green and digital sectors are central here. While EU-funded projects are encouraged, all administrations across Europe are welcome to apply.

  • Delivering User-Centric Services at Subnational Level: We invite projects that bring real change closer to citizens. This category highlights regional, local, or provincial services that make life easier, faster, and more transparent for end users. The focus is on results: smoother access, greater transparency, and everyday improvements that people can feel. While many initiatives are supported by EU programmes (structural funds, the Recovery and Resilience Facility), projects of any scale that truly put citizens first are encouraged to shine here.

In addition to new submissions, EPSA 2025-26 offers Special Recognition for former participants who can demonstrate the long-term sustainability and impact of past projects.
