EIPA Empowers Turkish Officials with Immersion Training on EU Affairs

EIPA supports the Luxembourg Ministry of Foreign and European Affairs in providing immersion training on EU affairs to Turkish officials

Experts of the Luxembourg-based antenna of the European Institute of Public Administration (EIPA) conducted a highly practical immersion training course on EU legal, institutional and policy affairs with the support of the Luxembourg Ministry of Foreign and European Affairs. The training course was held for a selected group of 25 young Turkish administration officials and was held in Ankara on 25, 26 and 27 April 2023.

This training course represents a new step in the cooperation between the Turkish Directorate for EU Affairs and the Ministry of Foreign and European Affairs of the Grand-Duchy of Luxembourg, through the intermediary of EIPA. The objective of the course was to provide participants with analytical, practical and up-to-date knowledge on a number of EU legal, institutional and policy matters, whose command is essential for the accomplishment of their respective tasks either within the Directorate of EU Affairs or other relevant administrative departments.

The course was formally opened by H.E. Mr Mehmet Kemal Bozay, Deputy Minister of Foreign Affairs of Türkiye and Director of the Directorate of EU Affairs, and Ms Laura Lakaff, Counsellor, Deputy Head of Mission, Embassy of Luxembourg in Ankara. Officially closing the event, H.E. Ms Angèle Da Cruz, Luxembourg Ambassador Extraordinary to Ankara, welcomed Mr Kemal Bozay, the course participants and EIPA experts at her residence where she hosted a farewell reception.

The Luxembourg-based antenna of EIPA delivered this training course under a convention awarded by the Luxembourg Ministry of Foreign and European Affairs. The over-arching objectives of Luxembourg’s technical assistance programme for Turkey are to reinforce the capacity of the Turkish administration in applying the legal obligations stemming from the current Association Agreement with the EU, as well as to support the EU law implementation process in this country in the context of accession negotiations.

This training course not only supports the technical assistance programme, but also marks an important milestone in the cooperation between the Turkish Directorate for EU Affairs and the Luxembourg Ministry of Foreign and European Affairs. EIPA looks forward to continuing this successful partnership and contributing to the professional development of Turkish officials in EU affairs.
