College of Europe
Sami Andoura is a Visiting Professor at the College of Europe on the Bruges and Tirana campuses, where he teaches energy and climate policy.
Between 2015 and 2025, Sami Andoura worked at the European Commission as a temporary agent. He served as an adviser on the European Green Deal at DG IDEA (2020-2025) and as Head of the Sustainable Development Team at the European Political Strategy Centre (2015-2020), the successive advisory services to the President of the European Commission. In these roles, he reported directly to successive Presidents and their Heads of Cabinet (Chiefs of Staff).
He provided strategic analysis and policy advice on key priorities of the Energy Union and the European Green Deal. He was also one of the architects of the “Clean Planet for All” strategy – the first EU initiative on climate neutrality – as well as the “Clean Energy for All Europeans” package.
Before joining the European Commission, Sami Andoura was Professor and Chairholder of the European Energy Policy Chair at the College of Europe (2013-2015), and a Senior Research Fellow at the Jacques Delors Institute (2009-2013) and at Egmont – The Royal Institute for International Relations (2005-2009).
