Dr Claudio Matera has been the Director and a Senior Lecturer at EIPA Luxembourg, the European Centre for Judges and Lawyers, since August 2023. His field of expertise covers various aspects of EU institutional and substantive law as well as comparative public law.
Fields of specialisation: Dr Claudio Matera is specialised in EU institutional law, EU external relations law and EU AFSJ law – notably EU judicial cooperation in criminal matters, substantive criminal law, EU borders and asylum law, and external relations. He has been involved in comparative public law, with a focus on constitutional courts and judicial cooperation in multi-level contexts.
Professional experience: Claudio joined EIPA from the Department of Public Administration at the University of Twente (NL) where he was Assistant Professor in Comparative and European Public Law since 2015. Earlier on, he honed his skills at the prestigious T.M.C. Asser Institute in The Hague. During his time there, he played a pivotal role in designing courses and conducting training sessions for civil servants, judges, and legal practitioners from emerging member states and neighbouring nations of the EU. He also worked as a legal expert with the International Centre for Counter-Terrorism (ICCT) in The Hague.
Dr Matera read law at the Università Degli Studi di Milano-Bicocca and subsequently obtained a LLM diploma from the College of Europe in Bruges. He completed his PhD under the supervision of the Centre for the Law of EU External Relations (CLEER) at the University of Twente.
