Context
The project Transparency and Monitoring in the Execution of the Portuguese Recovery and Resilience Plan (PRR), developed by the Recover Portugal Taskforce (Estrutura de Missão ‘Recuperar Portugal’ – EMRP), represents a structural innovation in the governance of large-scale public investment financed by the European Union.
Prior to the PRR, the monitoring of European funds in Portugal was largely decentralised and based on the cohesion policy model, in which coordination was concentrated in a central agency and subsequently fragmented across multiple programmes and implementing bodies. Reporting cycles were typically delayed, data flows inefficient and weakly integrated, and technological solutions limited. As a result, information reached decision makers late, risk identification was predominantly reactive, and decision-making processes were slow and fragmented, with limited public visibility over execution.
Faced with the unprecedented scale, complexity, and time pressure of the PRR, Portugal required a fundamentally different approach. EMRP therefore designed and implemented a data based, continuous, and publicly accessible monitoring model, shifting PRR governance from ex post compliance to ex ante risk anticipation and performance-oriented decision-making.
Objectives
The model is structured around four mutually reinforcing instruments:
- a weekly monitoring report ensuring regular, systematic, and public disclosure of operational and financial data;
- the PRR Portal, a comprehensive digital platform providing access to information on all PRR projects, integrating interactive dashboards and visual management tools that support operational and strategic oversight;
- an integrated Chatbot providing immediate, reliable, and user-friendly answers to recurring questions on PRR execution;
- PRR by regions, enabling territorial analysis at NUTS II, NUTS III, and municipal level, linking investment execution to its geographic impact.
Beyond transparency, the portal gives each user access to a simplified version of the monitoring model used by EMRP, functioning as a single sign-on entry point for all PRR tools and systems. It also operates as a networking and connectivity hub, fostering information sharing, collaboration and stronger connections across the entire PRR ecosystem.
Implementation
Together, these instruments transformed PRR monitoring into a governance system actively used by decision makers, implementing bodies, beneficiaries, oversight institutions, media, and citizens. Monitoring outputs are systematically analysed at senior coordination level and have directly supported corrective decisions on investment timelines, payment flows, and milestone prioritisation. Outputs are no longer static reports but dynamic instruments that accelerate corrective action and strengthen public trust.
By combining uninterrupted weekly monitoring cycles since the start of the PRR, advanced digital tools, and radical transparency, the project places Portugal among the leading EU Member States in innovative governance of EU funds. It demonstrates how good governance, data-driven decision-making, and transparency directly support competitiveness, ensuring that strategic investments are delivered on time, on target, and with public legitimacy, in full alignment with the objectives of EPSA 2025–2026.
