The Automobile Club d’Italia (ACI) mobility information system called ‘Luceverde’ (Green Light) provides an integrated and innovative service, offering constantly updated information on roads, traffic, weather conditions, events and the situation of public transport. This is possible thanks to modern technology, highly qualified staff and cooperation with the road police, local police forces, local authorities and public transport authorities.
Mobility information is a key issue for the ACI, being at the very heart of its institutional mission as a public body with the statutory task to oversee the manifold aspects of mobility. In this framework, ACI collaborates with other competent authorities and bodies. Together, they find solutions for the development and organisation of the mobility of people and goods and the enhancement of road network, road signs and road-assistance equipment towards improving traffic regularity and safety.
Luceverde is a free public service, conceived for both residents and visitors, as well as a useful tool for local authorities to manage mobility. The aim of the initiative is to improve accessibility to, and mobility in, urban centres and metropolitan areas through advanced technology services designed for the community of mobility users. The service – providing real-time, GPS-based information for multimodal mobility – is available through different channels. ACI-proprietary channels include a web radio station, a mobile app, a website (luceverde.it), relevant social media pages and a contact centre, while non-proprietary channels are local radio and TV stations.
The Luceverde national database includes mobility information in different contexts, as follows:
- ordinary network in urban and suburban areas;
- main national network highway;
- urban and suburban network;
- public transport railway;
- air and sea transport.
The following information is distributed:
- major traffic events on main roads and highways network;
- major events affecting traffic in the urban and metropolitan areas of Milan, Rome, Genoa, Salerno and other municipalities;
- strikes, disruptions and the like affecting national rail transport or local public transport in major Italian cities;
- special notices in case of special events (mass departures for the summer holidays, emergencies etc.)
Developments
Since 2019 the Luceverde project has been significantly enhanced in terms of both organisation and technology. ACI Mobility has strengthened its service-dedicated unit by recruiting new experts in mobility data analysis, digital communications, and geographic information systems management. Likewise, additional resources have been allocated for updating the ICT infrastructure, adopting more scalable platforms and integrating various data sources, such as information from local authorities, road concessionaires, public transport, Civil Protection, and floating car data systems.
Planning has been focused on transforming the service into a well-established national public service information system by expanding the model to other cities and provinces. New digital services have also been developed such as a new app, a revamped portal, and integrated voice assistant and social media channels, thus reaching a wider audience and improving the quality and timely delivery of the content. Overall, the project has shifted from a mainly local initiative to a solid multimodal and multichannel infrastructure that is well established and integrated into the infomobility processes of the partner organisations.
In particular, since 2021 an architectural re-engineering process has been implemented through the adoption of generative artificial intelligence. Additionally, two new layers – a Data Hub for data cleansing and enriching, and a voice assistant (Lucy) – have made the service more proactive and user-centric. Lucy can be integrated with CarPlay and Android. This provides automatic and guaranteed natural voice interactions, customised notifications, and an automated contact centre. Coverage has been significantly expanded, increasing from 8 to 33 Italian cities, with over 320 000 news bulletins each year and 280 contracted broadcasters. Furthermore, the project has been consistent with the national reforms and European investments in smart mobility and digitalisation of public services. The automated budgeting processes and the scalable cloud infrastructure have guaranteed budget balancing and cost efficiency.
All these improvements have turned the project from a local initiative into a robust, scalable, multimodal, and multichannel national infomobility infrastructure capable of offering a solid and innovative model. Thanks to its scalability, the project can be replicated in other European countries, thus enhancing its value as a model of excellence.
The project has won international awards, including the United Nations Public Service Award 2021 and the FIA Innovation Award 2022; these boost Luceverde’s reputation as an example of best practice and testify to ACI’s ability to implement the initiative. In 2026, Luceverde also won the PA OK! Working award alongside public administrations to promote a results-driven and change-driven culture award, a project promoted by the Department of Public Service and implemented by Formez PA, with a research contribution from SDA Bocconi School of Management. As Luceverde 2.0, the ACI Mobility project won first prize in the digitalisation of Public Administration category, among 275 projects and 208 public administration candidates.
Long-term impact
Luceverde has significantly impacted the mobility information management system, contributing to improve road safety, travel planning, and urban traffic flow efficiency. The expanded area covered by the service and the increased number of users prove that the model is effective, guaranteeing centralised and reliable updates from coordinated official sources.
The initial goal, which is offering an integrated, accessible, and constantly updated service, has been fully achieved by technology developments, expanded partnerships, and strengthened operational capabilities. Today, Luceverde is a reliable source of reference for citizens, public administration, and media, representing a long-term infrastructure for more sustainable and responsible mobility.
The launch of the voice assistant ‘Lucy’ has led to a more straightforward and customised user experience, with predictive alerts and natural interaction. Consultations with the stakeholders (municipalities, local police, road concessionaires) have confirmed that the service is effective and can be integrated into urban planning and emergency management processes.
Performance indicators – over 320 000 bulletins each year, increased digital access, and a growing number of participating cities – prove that the project has achieved its goals and is capable of adapting to its target audience’s needs.
Adjustment in the objectives
While carrying out the project, its scope has been expanded to include new areas of smart mobility. We have integrated public transport data, customised the services through the app, and increased interoperability with local platforms and emergency systems. These developments have positively impacted other ACI’s initiatives and institutional partnerships, including projects on smart city, road safety, urban traffic flow planning, and real-time traffic monitoring.
The methodology and infrastructures developed for Luceverde will be repurposed in future infomobility and integrated mobility data management projects, including by the new company ACI Mobility (2025), the Automobile Club d’Italia’s hub dedicated to innovative mobility and assistance services. Over the years the project has become established, and today it is a strategic platform for innovating public services and promoting sustainable and smart mobility at the European level. The experience gained from Luceverde, its approach, and technology represent a model that can be replicated in other European countries.
