Revolutionising HR Services: Digital Trends and Innovations from EU to Local Level
This course provides a comprehensive understanding of Human Resources (HR) transformation, focusing on the digitalisation of HR processes and systems.
Participants will first explore the European Commission’s multi-annual HR transformation (HRT) programme, its road map, and the introduction of innovative digital building blocks such as the ServiceNow® platform. This programme has been rolled out to 60 other EU institutions, agencies, and bodies, serving a total of 150,000 EU staff.
Secondly, the experience of the Council of the EU will be presented, reflecting on HR modernisation decisions at its General Secretariat, emphasising the balance between lean decision-making and limited resources.
Lastly, different experiences from the national, regional, and local public sector will be discussed and analysed in a comparative format across a broad range of scale and budget.
The course will also address the implementation of European core values and the human-first and human-in-control principles of HR transformation. As such, it will ensure a balanced approach between digital advancements and human-centric HR practices. This will include discussions, debates and strategies, analysing the impact, benefit and risks of using Artificial Intelligence in HR modernisation initiatives.
Participants will gain insights into why HR transformation is necessary in times of change and how to do it in alignment with different experiences at European and MS level. You will explore what different HR initiatives involves, who the key strategic partners are, and how digital solutions support the transformation.
The course will include interactive discussions, case studies, and practical exercises to explore HR strategy development, digitalisation, and the step-by-step transformation process.
What you will learn
By the end of this course, participants will be able to:
- understand the diversity of HR transformation initiatives, their objectives, and compare their own experience with different experiences in the European Commission, Member States and cities;
- identify relevant digital solutions and platforms supporting HR transformation;
- develop a road map for implementing HR digital solutions and transformation within their own organisations;
- reflect on the European values and human aspects of HR transformation and balance digitalisation with employee-centric policies and practices.
Course methodology
This course will be delivered through a mix of:
- interactive lectures: presentations on HR transformation concepts, the European Commission’s HR IT solutions, and modernisation strategies from different countries and cities, in a comparative analysis;
- group discussions: engaging participants in strategic conversations about their HR strategy, goals, and digitalisation priorities;
- Q&A and reflection sessions: allowing time for participants to ask questions, share experiences, and reflect on the course content;
- networking moments: participants will enjoy social moments to build a strong network with their peers at the event.
This course will help you better understand HR transformation and digitalisation in a practical and relatable way. By learning about a broad range of HR transformation initiatives, you will discover how HR processes are evolving and what that means for your organisation.

Cancellation policy
For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants.
EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).
