Action for Annulment (Advanced): Procedural Aspects and Strategies
A sophisticated understanding of Court of Justice of the European Union’s (CJEU) procedures, practices and case law is quintessential to litigate successfully before the court. During this online course you will learn the insights and practical skills related to one of the key procedures of the Court of Justice of the European Union: the action for annulment.

What you will learn
This course will focus on the annulment actions entertained before the Court of Justice of the European Union, the only procedure where natural and legal persons are parties before the CJEU and can directly challenge EU acts.
Thanks to this course you will learn about the following:
- The standing rules applicable for private individuals to become parties of the proceeding. Due account will be taken what EU acts can be challenged before the CJEU.
- How to present legal arguments during the written and the oral phase of the proceedings. Through the detailed discussion of the Rules of Procedure of the General Court answers will be given to various procedural matters i.e. submissions, interim measures, appeals which may be relevant during the action.
- How to prepare the written materials to be submitted to the court and the how to plead orally during the hearing before the court.
- The procedure to appeal the decision rendered by the General Court before the Court of Justice.
Course methodology
This course will present up-to-date and in-depth contents of highly practical professional value for its participants, delivered by a team of EU expert speakers. The course will be delivered at EIPA premises in Luxembourg and combine content sessions with others of a more interactive nature, allowing ample time for exchange and networking among experts and participants.
By the end of the course, you will have obtained a professional knowledge of the purpose, object and admissibility matters in the action for annulment. You will have also been provided an insight to the procedural tools and strategies to litigate successfully before the CJEU in annulment procedures.
This course is specifically addressed to:
- agents acting before the CJEU;
- national civil servants working in departments representing the government before the CJEU;
- EU civil servants representing EU Institutions, bodies and agencies before the CJEU;
- legal practitioners representing their clients before the CJEU;
- translators/interpreters who need to acquaint themselves with the legal terminology used in annulment procedures.
Although it is not a fundamental prerequisite, the course will be especially beneficial to legal professionals who are already familiar with the CJEU and have some acquaintance with the jurisdictional powers of the CJEU.

Fee
The fee includes documentation and refreshments. Lunches, a reception or dinner are included if mentioned in the programme. Accommodation and travel costs are at the expense of the participants or their administration.

EIPA member fee
EIPA offers a discount to all civil servants working for one of EIPA’s supporting countries, and civil servants working for an EU institution, body or agency.
Who are the supporting countries?
Civil servants coming from the following EIPA supporting countries are entitled to get the reduced fee: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Spain, Sweden.
For all other participants, the regular fee applies.

The early bird discount is not cumulative with other discounts or promo codes, except for the EIPA member fee.
Meals
Special dietary requirements (e.g. vegetarian, diabetic) can be indicated once you receive the confirmation of the seminar.
Confirmation
Confirmation of registration will be forwarded to participants on receipt of the completed online registration form.
Payment
Prior payment is a condition for participation.
Cancellation policy
For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants. EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).
