The project is being implemented by EIPA Luxembourg – European Centre for Judges and Lawyers (ECJL) in partnership with the European Union of Judicial Officers (UEHJ), the Ecole De Formation Professionnelle Des Avocats Des Barreaux Du Ressort De La Cour D’appel De Paris (EFB), the Polish National School of Judiciary and Public Prosecution (KSSIP), the Consejo General de la Abogacia Espanola (CGAE), and the Bulgarian National Institute of Justice (NIJ).

Description of the project

The two-year JUST AI-BLOC EU project, scheduled from 5 January 2026 to 4 January 2028, is designed to enhance the capacity of judicial and legal professionals across the European Union to effectively navigate the evolving landscape of AI and Blockchain technologies within the justice sector. The project concept is rooted in the recognition that these emerging technologies are reshaping judicial and law enforcement practices, requiring targeted, interdisciplinary capacity-building, and a harmonised understanding of regulatory frameworks.
The project addresses these needs through a structured, multi-stage approach that combines capacity-building methodologies with practical implementation strategies, placing a strong emphasis on professional upskilling, cross-sector knowledge transfer, and the creation of sustainable learning networks.

Conceived as a progressive learning journey on AI and Blockchain technologies in the EU justice sector, it adopts a modular-based structure to address these distinct yet complementary technologies. The learning programme is organised into three interconnected modules that together guide participants from foundational knowledge to applied practice and sustainable implementation.

  • Module I on Navigating AI in the EU focuses on AI and its implications for the justice sector in civil and criminal matters.
  • Module II on Navigating Blockchain Technology in the EU addresses Blockchain technology, emphasising its role in digital identity, smart contracts, and judicial processes.
  • Module III on Conclusions consolidates the learning outcomes, fostering dialogue and forward-looking discussions at the final conference

Modules I and II each follow a competency-based progressive structure, allowing participants to build foundational knowledge before engaging in more advanced and specialised discussions. Each Module comprises three progressive phases including: a Legal English seminar; Train the Trainers workshops; a series of interprofessional regional Conferences.

At the core of Module III is the Final Conference, titled Artificial Intelligence and Blockchain: Shaping the Present and Future of the Justice Sector in the EU – JUST AI-BLOC EU Conclusions.

The two Legal English seminars are meant to equip judges, prosecutors, lawyers, and judicial officers with the legal, technical, and linguistic competencies necessary to understand and interface with AI and Blockchain technology and the relevant regulatory framework in their daily work.

  • Legal English Training 1 on Navigating the EU AI Act 

Brussels (BE), 31 March – 1 April 2026

  • Legal English Training 2 on Navigating Blockchain Technology in the EU

Krakow (PL), 23 – 24 February 2027

The Train the Trainers workshops are designed to build the participants’ capacity to navigate complex regulatory texts and effectively communicate specialised concepts. These workshops integrate adult learning principles, interactive teaching methods, and curriculum design strategies tailored for legal professionals. They rely on practical exercises, scenario-based learning, and simulation techniques to reinforce knowledge acquisition and application.

The programme then advances to a series of inter-professional regional conferences focused on practical implementation within the legal profession. These conferences serve as a critical platform for participants to translate theoretical knowledge into practical legal applications, encouraging cross-border dialogue, and creating an ecosystem where legal and technical experts interact and share best practices.

The conferences will be organised around the following themes:

  • Regional conference I: AI and the Justice Sector in the EU Regulatory Landscape (I) (focused on civil matters)

Luxembourg (LU), 29-30 September 2026

  • Regional conference II: AI and the Justice Sector in the EU Regulatory Landscape (II) (focused on criminal matters)

Sofia (BG), 1 – 2 December 2026

  • Regional conference III: Blockchain Technology and the Justice Sector in the EU Regulatory Landscape

Dublin (IE), 29 – 30 June 2027

  • Regional conference IV: Smart Contracts and Assignment of Claims followed by final conference: Shaping the Present and Future of the Justice Sector in the EU – JUST AI-BLOC EU Conclusions.

Madrid (ES), 21 – 22 September 2027

Held immediately after the fourth regional conference, the final conference will disseminate project conclusions by highlighting key insights and lessons learned, while fostering policy and regulatory dialogue on emerging legal and technological challenges in AI and Blockchain regulation.
