In May, EIPA hosted a dedicated seminar for the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade (MFA) on the European Commission’s proposal for the next Multiannual Financial Framework (MFF) 2028–2034.
Organised within the framework of EIPA’s long-standing Convention with the Luxembourg MFA, the half-day seminar gathered almost 20 public officials, primarily from the Ministry of Foreign and European Affairs, but also from several other Luxembourg ministries, including the Ministry of State, and the Ministries of Economy, Housing, Agriculture, Education, Family Affairs and Labour.
The training offered participants a timely opportunity to examine the European Commission’s proposal for the next long-term EU budget, focusing on its strategic direction, policy priorities and proposed financial allocations.
Pavlina Stoykova, EIPA Deputy Programme Director & Head of Resource Mobilisation, together with Marco Lopriore, EIPA Senior Expert, guided participants through the main elements of the proposed MFF. Their presentations highlighted the key differences compared with the current budgetary framework and explored how the proposal reflects the European Union’s evolving political and strategic priorities.
The discussions also focused on the next stages of the negotiation process, including the role of the European Council and the influence that the European Parliament may have in shaping the final agreement. Particular attention was given to the expected changes in implementation mechanisms and their possible implications for Member States, regional authorities and final beneficiaries.
The seminar concluded with an interactive exchange, during which participants reflected on the opportunities and challenges presented by the Commission’s proposal, drawing on their own institutional perspectives and professional experience.
