Strengthening Albanian Public Administration Through CAF: Key Takeaways

In October, the European Institute of Public Administration (EIPA) held a seminar on the Common Assessment Framework (CAF) for the Albanian School of Public Administration (ASPA). The training, part of the Luxembourg Ministry of Foreign and European Affairs‘s (MFEA) Technical Assistance Cooperation programme, supports Albania’s public administration development.

With guidance from EIPA experts, participants explored the CAF model, a tool for improving public sector performance through self-assessment and quality management. They examined key CAF principles, practical applications, and discussed Albania’s public sector, the SIGMA Principles of Public Administration, and the Sustainable Development Goals (SDGs), emphasising a systemic approach to quality management.

Key Highlights:

CAF Overview: Participants learned about CAF’s origin, European applications, and its role in public sector improvement, with hands-on sessions covering its nine criteria and 28 sub-criteria.

Group Exercises: Collaborative exercises, such as identifying CAF criteria and stakeholder mapping, enhanced participants’ practical understanding and fostered teamwork.

CAF e-Tool: EIPA’s CAF e-tool was introduced, showcasing a digital approach to make the CAF assessment process more efficient and accessible.

Impact:

The Albanian participants gained knowledge and skills to implement CAF in their organisations. The course laid the foundation for ongoing cooperation between ASPA, EIPA, and the Luxembourg Government in advancing public sector reform in Albania.
