The European Institute of Public Administration (EIPA), in collaboration with the Bundesakademie für öffentliche Verwaltung (BAköV), successfully concluded three tailored two-day courses on “EU Policymaking and Priorities.”
These sessions, held during the final months of 2024, brought together German federal government professionals eager to enhance their understanding of the EU’s institutional framework and evolving policy agenda. The conclusion of these courses, held under the cooperation agreement between EIPA and the BaköV, also coincided with the signing of a new cooperation agreement for 2025 – 2026, marking a pivotal step in our common efforts to empower public officials in Germany.
EU Governance and Policy Tailored to German Needs
The courses offered an in-depth examination of the EU’s decision-making processes and strategic objectives, focusing on sustainability and digital transformation—the “twin transitions” shaping Europe’s future.
- Day 1: Institutional Foundations and Legislative Processes
Participants were introduced to the EU’s institutional framework, exploring the roles and interplay of key bodies such as the European Commission, Council, Parliament, and European Council. The sessionsclarified complex legislative processes, including the ordinary legislative procedure, trilogues, and the functions of delegated and implementing acts. With a special emphasis on Germany’s participation in Brussels, attendees engaged in discussions on how national interests can be effectively represented within the EU framework.
- Day 2: The Twin Transitions of Sustainability and Digitalisation
Building on this foundation, the second day turned to the current EU priorities. Our experts provided a detailed overview of key initiatives such as the European Green Deal and the EU’s digital agenda, with participants exploring how these priorities shape legislative and policy developments. Interactive case studies, including one on infrastructure for alternative fuels, provided practical insights into addressing challenges and leveraging opportunities in the EU policy cycle.
The event was a complete success. Theory and practice were excellently combined, and the content taught was consolidated in the long term through the exercises.”
Two more years of the EIPA-BAköV Cooperation
The signing of the new cooperation agreement for 2025 – 2026 between EIPA and BAköV further strengthens our shared mission to provide high-quality training tailored to the needs of public administrations in Germany. These recent courses exemplify the value of this partnership, delivering content that addresses both the complexities of EU policymaking and the practical challenges faced by public administration professionals.
