Luigi Cuna

Luigi Cuna is Senior Evaluator at the Council of Europe Development Bank (CEB), based in Paris. He has a doctorate degree in Law and Economics from the University of Bologna (Italy). He worked for a number of years as a freelance consultant in monitoring and evaluation of development programmes. Subsequently, he joined the International Fund for Agricultural Development (IFAD) where he contributed to the setting-up of several tools for portfolio-level monitoring and managed independent evaluations of rural and agricultural development operations. Luigi Cuna joined the Office of Evaluation of CEB in 2011. Since then, he has completed a multi-year evaluation cycle dealing with housing programs targeted to vulnerable population. At CEB, he has also managed evaluations of CEB’s financial instruments and strategic partnership; as well as in-depth operations in the field of microfinance, private-sector financing and judicial infrastructure.
