Jeno Czuczai
European Committee of Regions
Jeno Czuczai is a Conseiller (seconded official from the Council of the EU) at the Secretariat-General of the European Committee of the Regions.
Dr Czuczai is a lawyer by profession and graduated from ELTE University in Budapest in 1991. He was admitted to the Budapest Bar in 2001, and served as Legal Adviser to the European Commission Delegation in Budapest from 1996 to 2001 and subsequently, after successfully passing an EPSO open competition, joined the Council of the EU – working, inter alia, in its Legal Service from 2006 to 2023 (from 2020 as Senior Legal Adviser).
He is a specialist in EU external relations law, EU enlargement law, and EU institutional law (including rule of law issues and the law governing EU Funds). He has been a Visiting Professor at the College of Europe since 1997 and continues to pursue legal practice, supported by an extensive record of academic publications. He has twice been seconded to serve the EU Council Presidency as Strategic Legal and Institutional Adviser (in 2011 and 2024) and is currently seconded to the European Committee of the Regions as Strategic Institutional Adviser, working mainly on the post-2027 MFF legislative package, subsidiarity, and HR strategic issues.
He has been invited several times by EIPA as a speaker since 2006, primarily at conferences on recent developments in the jurisprudence of the Court of Justice of the European Union.
