Context
In order to align the Republic of Moldova with the European Union acquis, starting from 31 March 2025 a new model of identity document – the identity card – has been introduced. The identity card no longer contains information on domicile or temporary residence, thus eliminating the need for replacement when the address changes. Information on the new domicile or temporary residence address is updated only in the State Population Register and is not displayed on the identity card or on previously issued accompanying forms.
Access to address data is ensured through the governmental interoperability platform MConnect. For private legal entities and authorised natural persons who do not have their own information systems or access via MConnect, the Public Services Agency, together with the Agency for Governmental Digitalization, has made available the ‘Verify Address’ module at https://verifica.gov.md/adresa/.
The module can be accessed by scanning the dynamic QR code on the identity card or by manually entering the holder’s data and is available only to users authenticated via MPass. Following verification, a confirmation of domicile and/or temporary residence registration is automatically generated and available for download, including via the MCabinet Portal.
Objectives
Real-time verification of the home address uses the identity document, without modifying the physical document or the information on the chip. The solution identified is QR which contains a link and allows verification of the address in real time.
The Verify Address module represents an online mechanism for verifying information from the State Population Register regarding registration at the domicile and/or temporary residence address for all categories of persons, regardless of legal status: citizens of the Republic of Moldova, foreign citizens, stateless persons, refugees, or beneficiaries of humanitarian protection.
This tool is essential for ensuring compliance with legal provisions requiring public service providers to deliver services without requesting documents when the relevant data are available in their own or other public authorities’ information resources and can be accessed automatically via the governmental interoperability platform.
The primary objective is to eliminate bureaucracy and the need for paper-based certificates by providing a secure web interface for entities that cannot yet consume data via automated APIs.
Implementation
The Verify Address module was developed by an inter-institutional team of the Agency for Electronic Governance and the Public Services Agency, using the institutions’ own financial resources, without attracting funds from the state budget.
The project was implemented at the initiative of the Public Services Agency, which defined the functional requirements of the module, organised consultations with relevant stakeholders, and promoted its use among public authorities and institutions, private legal entities, natural persons legally empowered to provide services of public interest, and local public authorities.
The implementation of the project led to the establishment of the Governmental Data Verification Portal, which will be further developed by extending data and document verification procedures to other state registers.
As the module processes legally protected personal data, the National Centre for Personal Data Protection was consulted prior to launch. Following its recommendations, access to the module was limited exclusively to users authenticated via the MPass service.
In addition, consultations on the relevant regulatory framework were conducted with key public authorities and institutions.
