Context
City council meetings are the bedrock of local democracy where decisions about citizens’ lives are debated and made, yet almost nobody accesses them. In Chania, Greece, like municipalities across Europe, meetings were technically public with live streaming on YouTube, but practically inaccessible. Residents faced hours of unstructured video footage, no searchable records, and no way to know when their neighbourhood was being discussed. Democracy was happening, but citizens could not access it – creating a transparency vacuum where decisions were made disconnected from the people they affected.
OpenCouncil.chania.gr, launched on 1 January 2025, transforms this governance model by leveraging artificial intelligence, natural-language processing, and geospatial data. By converting raw meeting recordings into structured, searchable, location-specific information, it fundamentally changes the relationship between citizens and their local government – shifting from passive broadcasting to active engagement, from opacity to transparency by design.
Objectives
OpenCouncil.chania.gr pursues four interconnected governance reforms designed to modernise civic engagement and administrative accountability. First, it establishes democratic transparency as permanent civic infrastructure by providing unrestricted access to every council meeting through AI-powered transcription, automatic subject extraction, speaker identification, and searchable digital archives. This process effectively transforms unstructured political speech into structured democratic data, making transparency the institutional default rather than an exception. Second, the platform fosters accessible civic comprehension by democratising political understanding through AI-generated summaries, plain-language explanations, interactive maps, and proactive notifications delivered directly via WhatsApp and email. This shifts the citizen’s role from passive viewing to active comprehension based on their specific neighbourhood or personal interests.
Third, the initiative introduces place-based democratic accountability by mapping council discussions directly to specific streets and geographic areas, enabling citizens to query exactly what local government has decided regarding their immediate surroundings, and making the territorial distribution of governance visible and measurable. Finally, the project drives scalable democratic innovation. Following Chania’s successful initial deployment, nine additional Greek municipalities – ranging from the remote island of Samothrace with 2000 residents to Athens, the country’s largest municipality – have adopted this open-source platform. This widespread expansion demonstrates that sophisticated, high-tech democratic technology is both technically achievable and financially sustainable for local governments of all sizes. By publishing all code under permissive licensing, providing public APIs, and maintaining an infrastructure-agnostic architecture, the project establishes a universal blueprint for democratic renewal that any municipality can seamlessly implement.
Implementation
OpenCouncil.chania.gr operates as a public–private partnership between the Municipality of Chania and OpenCouncil, transforming local governance by converting raw council meetings into structured, searchable democratic archives within hours of adjournment. The core capabilities of the platform rely on automated, AI-driven processing that handles transcription, speaker identification, and thematic extraction, while uniquely mapping discussions to specific geographic boundaries via an interactive interface. For citizen engagement, residents leverage personalised WhatsApp or email alerts based on location or topic interests, interact with an AI chatbot that provides natural-language answers to archive queries, and share social-media-ready clips to encourage broader public dialogue. Beyond external transparency, the platform drastically improves internal institutional efficiency by automating the creation of official minutes in standard PDF and Word formats and providing comprehensive participation analytics, which significantly reduces the administrative burden on municipal staff.
The system’s impact and long-term scalability are secured by its flexible, open-source architecture, which remains completely infrastructure-agnostic and fully accessible through public APIs. In its inaugural year, Chania utilised the system to process over 70 official meetings, totalling more than 110 hours of tape, and directly engaged thousands of local citizens. This operational success has served as a proof of concept, leading to the rapid adoption of the platform by nine other Greek municipalities, with more than twenty additional local governments currently pending onboarding. Through this managed roll-out, OpenCouncil proves that high-tech, participatory democracy is a highly scalable, financially viable reality for contemporary European cities.
