On 21 March, we finally announced the winners and the Good Practice Certificate recipients of the European Public Sector Award (EPSA) 2023-24 during the official Award Ceremony at the Provincial Government House in Maastricht.
Innovation in Public Administration
- First Prize: North East Inner City Multi Disciplinary Team (NEIC MDT) Delivering the first interagency Multi Disciplinary Team (MDT) in 10 inner city primary schools in Dublin, National Educational Psychological Service (NEPS), Department of Education, Ireland
- Second Prize: Smart D8 – A Population Health and Wellbeing Demonstrator in Dublin, Smart D8 Consortium (via Lead Administrative Partner, The Digital Hub Development Agency), Ireland

In addition to winners and Good Practice Certificate recipients, evaluators also identified projects with outstanding efforts towards change. While these projects were not among the highest-ranking projects, the efforts demonstrated in the applications nevertheless deserve recognition.

The Common Assessment Framework (CAF) is the result of the cooperation among the EU ministers responsible for public administration. It provides a general, simple and easy-to-use framework, which is suitable for a self-assessment of public sector organisations and their development towards excellence: stronger citizen`s orientation, process, resource and performance management and empowerment of employees, whilst fostering transparent and open organisational culture. The purpose of the CAF model is to guide public organisations to reach the best possible outcomes.
The European CAF Resource Centre was created in the year 2000 at the European Institute of Public Administration (EIPA) in Maastricht, following the decision of the Directors’ General in charge of public service. The centre works in close cooperation with the network of CAF national correspondents, who are the nominated persons to represent their country in the official CAF network.
