This course will provide you with an update on the legal issues in European public procurement. Legal experts and practitioners will explain in an accessible manner the recent legal developments and recent case law in the field of European public procurement.

About this course

This course will provide you with an update on the legal issues in European public procurement. Legal experts and practitioners will explain in an accessible manner the recent legal developments and recent case law in the field of European public procurement.

The first part of the course will concentrate on recent developments in public procurement at European level and the second part will be devoted to recent case law.

You will receive an insight into the recent jurisprudence of the General Court. This case law relates to challenges to contract awards by the EU institutions/agencies/bodies and is based on procurement under the Financial Regulation. Special attention will be given to the recent case law of the Court of Justice of the EU (CJEU) in the field of procurement. In addition, the essence of the remedies directives and the related case law will be presented and interpreted for you.

What will you learn:

At the end of this course you should have a good understanding of:

  • the current legal developments in procurement at European level
  • the recent jurisprudence of the CJEU and its implications in the field of procurement, including remedies
  • the recent jurisprudence of the General Court and its implications for the application of the rules

After taking this course, you can join EIPA’s dedicated community of practice together with other, former participants. You will also have access to the course materials for a duration of six months after the course.

The course is intended for those who deal with procurement in the legal profession (lawyers, judges etc.), as public officials from national and sub-national authorities and other public bodies in EU Member States and candidate countries and in European institutions, agencies and bodies.

Fee
The fee includes documentation and refreshments. Lunches, a reception or dinner are included if mentioned in the programme. Accommodation and travel costs are at the expense of the participants or their administration.

Civil servants coming from the following EIPA supporting countries are entitled to get the reduced fee: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Spain and Sweden.

For all other participants, the regular fee applies.

Early bird discount
The early bird discount is not cumulative with other discounts or promo codes, except for the EIPA member fee.

Meals
Dietary preferences can be indicated on the registration form.

Hotel reservations
EIPA has special price arrangements with a number of hotels. The hotels are within 10 minutes walking distance from EIPA. Should you wish to make use of this possibility, please book directly via the links below. Payment is to be made directly and personally to the hotel upon checking out.

Confirmation
Confirmation of registration will be forwarded to participants on receipt of the completed online registration form.

Payment
Prior payment is a condition for participation.

Cancellation policy
For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants.

EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).
