As Albania moves forward on its path to European Union (EU) membership, strengthening the knowledge and expertise of its public administration is a critical step in ensuring successful accession negotiations and future EU integration. To support this process, the European Institute of Public Administration (EIPA) held a workshop for the Albanian School of Public Administration (ASPA) in March.
The initiative is part of the Luxembourg Ministry of Foreign and European Affairs‘s (MFEA) Technical Assistance Cooperation programme, which promotes administrative and judicial efficiency and professionalism. The programme aims to equip Albanian public officials with essential knowledge on EU institutions, decision-making, policies, and regulations, ensuring they are well-prepared for the country’s EU accession process and future responsibilities as an EU Member State.
Workshop Objectives
The workshop focused on finalising a structured curriculum that ASPA will use to train civil servants on EU governance and policies. The programme builds on EIPA’s 2024 model curriculum and includes:
Target group identification: Defining the specific training needs of different public administration sectors.
Curriculum structure: Establishing a framework for delivering EU affairs training.
Training plan design: Developing a step-by-step approach for curriculum implementation.

The workshop featured practical sessions led by EIPA expert Juan Diego Ramírez-Cárdenas Díaz and Peter Goldschmidt, covering:
The importance of an EU Affairs curriculum in Albania’s accession process.
Matching learning needs with training objectives.
Developing effective training programmes for different target groups.
Creating an implementation plan for the curriculum.
Next Steps
ASPA will integrate the finalised curriculum into its training offerings for public officials at national and local levels. This will enhance their ability to navigate the EU integration process and prepare for Albania’s future EU membership.
