The European Institute of Public Administration (EIPA) has been awarded a new regional initiative to support the institutionalisation of Quality Management (QM) and the Common Assessment Framework (CAF) across the Eastern Partnership (EaP) region. The initiative is part of the German Government-commissioned Regional Project “Public Administration Reform in the Eastern Partnership Countries III”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) .
Implemented in cooperation with GIZ and the EU/OECD SIGMA Programme, the project will support Armenia, Azerbaijan, Moldova and Ukraine in strengthening national capacities, promoting organisational excellence and embedding quality management more firmly within public administration reform processes.
Through EIPA’s European CAF Resource Centre, the Institute will contribute its expertise in CAF implementation, capacity building, coaching and peer learning, while helping participating countries connect with the wider European CAF community.
The activities will support national CAF structures, develop networks of CAF coaches and facilitators, organise national and regional learning activities, and promote the exchange of good practices between public administrations. Particular attention will also be given to supporting the further rollout of CAF in Ukraine’s Administrative Service Centres (TSNAPs).
Building on the achievements of previous cooperation in the region, the project aims to contribute to more effective, citizen-oriented and continuously improving public administrations, while further strengthening links between Eastern Partnership countries and the wider European quality management community.
