CAF at the Expert Group Meeting on the United Nations Public Service Awards (UNPSA)

On 18–19 October 2022, the head of European CAF Resource Centre, Gracia Vara, participated in the Expert Group Meeting on the United Nations Public Service Awards (UNPSA), organised by the United Nations, Department of Economic and Social Affairs.

The objective of the Expert Working Group was to assist the UN in the evaluation process of UNPSA, which was created in 2003. With the programme’s 20th anniversary in 2023 and close to the midway point to the year 2030, a comprehensive review of the UNPSA has been initiated to assess the effectiveness of the programme, and make necessary adjustments to better promote and disseminate innovations in the public sector.

The programme encourages innovations in public institutions through an annual competition to enhance effectiveness, transparency, accountability and inclusiveness. Since its launch, the UNPSA programme has grown in the number of submissions as well as participation from the Member States, but the ambition of the Expert Group Meeting (EGM) is still to gather expert advice and technical inputs on key aspects of the programme in its entire cycle – from a formulation of categories to evaluation and selection – with the view of enhancing the programme’s overall effectiveness.

The evaluation focused on the experiences of the many different international awards in innovation, public service and SDG-related. The Expert Group has supported the plans to improve the way initiatives are viewed and measured, taking the lessons learned from other international awards in Europe and beyond. The experience of EPSA *the European Public Sector Award run by EIPA, was highly valued by the UN expert group and its lessons integrated in the review process. EIPA will continue its relationship with the UN and the Expert Working Group in future encounters.
