Professional experience

Paloma Muñoz Mula is an Auditor in Directorate II – Investment for cohesion, growth and inclusion at the European Court of Auditors. She has primarily worked on performance audits covering areas such as urban mobility, the circular economy, and road safety. She led an audit on sustainable commuting transport, which resulted in the recently published Special Report 05/2026, and is currently leading an audit on buildings’ energy efficiency renovations.

She is also responsible for the knowledge node “People and Living Conditions”, which covers policies related to employment and social inclusion.

Prior to joining the European Court of Auditors, she served as an auditor for the General Administration of the State in Spain. Earlier in her career, from 2004 to 2017, she worked as an architect, developing architectural projects and designing art exhibitions for the Museo Nacional Centro de Arte Reina Sofía in Madrid.

She holds a Master’s degree in Planning of Development Projects and Sustainable Management from the Polytechnic University of Madrid and a Master’s degree in Geographic Information Systems from Esri.
