Professional experience

Guillem holds a BA in Political Science and Public Administration from Pompeu Fabra University and a Master’s degree in International Development Studies from the University of Amsterdam. Currently, he works at Eurocities as a Project Developer for the Eurocities Academy. Previously, he served as a Policy Advisor on international relations and digital innovation to the Deputy Mayor of Barcelona for International Relations, Digital Transformation, Mobility, and the 2030 Agenda. In that role, he led strategic initiatives related to city internationalisation, EU engagement, and digital policy, focusing on AI, digital rights, digital inclusion, and digital twins. Before this, he worked at the global network of local governments, United Cities and Local Governments, as a Policy Officer, collaborating with the Secretary-General on UN-related files. As part of his postgraduate studies, he conducted and published research on water governance in Mexico City.
