Dónal Mulligan

Dónal is a policy analyst specialising in leadership and transformation across the public service. His research covers a wide range of areas to support public service workforce transformation and resilience. He manages the OECD Public Service Leaders Roundtable, an annual forum for Director Generals of the public service to address challenges such as public service downsizing, AI integration, and sustaining public sector capability in times of budgetary pressure. Prior to joining the Public Management and Budgeting Division, Dónal worked as a Talent Management Analyst in the OECD’s Human Resource Directorate, where he helped modernise the Organisation’s people management frameworks and policies.
