Dimitra Ioannou

Head of the Expertise France office in Greece

Dimitra Ioannou is an experienced evaluator and public policy professional with nearly three decades of experience supporting the design, implementation, and assessment of public policies and programmes.
Her work focuses on helping countries and public institutions improve performance, modernise operations, and enhance public service delivery. Since 2016, she has been Head of the Expertise France office in Greece, leading major public sector reform projects. Prior to that, she spent over 20 years as an international consultant, conducting and managing initiatives in governance, public sector innovation, and projects involving the design of more user-centric public services, infrastructure development, mobility strategies, and sustainable territorial management.
She holds a PhD in Sociology from the University of Strasbourg, specialising in territorial planning, social change, transformations, crises, and conflicts. She is a founding member and former president of the board of the Hellenic Evaluation Society.
