Across Europe, public administrations are struggling to attract and retain talent, especially younger generations and highly skilled professionals. Demographic shifts, new expectations around work, AI, and competition from the private sector are accelerating the need to modernise public employment.

Our EIPA Member States Roundtable will explore these trends, drawing on concrete examples from across Europe:

• Bulgaria: Employment has halved since 2022, highlighting the importance of clearer career paths, mentoring, fairness, and a stronger public service image.
• Spain: INAP’s 2025–2028 Learning Strategy is reshaping public careers with a focus on digital skills, innovation, and diversity.
• OECD perspective: Research underlines the challenges of an ageing workforce, urging tailored HR policies to support older employees through lifelong learning, career development, and job redesign.
• European Commission (DG HR) perspective: Current and upcoming EU-level initiatives focused on modernising employment practices to promote a more agile, inclusive, and future-oriented public service.

Our discussion will offer policy-makers and practitioners a unique opportunity to share experiences and learn from real reforms across Europe.
