The e-register provides a clear and comprehensive overview of planned, approved and implemented funds for incentives to the economy of the Republic of Srpska, at both the national and local levels. The register includes data such as providers and implementers of distribution of incentives, the legal basis for their allocation, sources of funds, types and purposes of incentives, and beneficiaries of the allocated funds. Therefore, the project allows for better coordination and exchange of information between institutions that grant incentives, as well as a more transparent insight into approved and allocated funds for incentives and a better statistical basis for the institutions of the Republic of Srpska.

The unique register in the region includes around 80 institutions that grant incentives at the national and local levels of government. The register helps for unified and standardised data management procedures and automatic data exchange with existing official databases, thus minimising the possibility of error. This is a step forward in the additional digitisation of the business environment of the Republic of Srpska. The institutions that did not have their own digitised databases were provided with a single access to data and the opportunity to create their own platform. The project also permitted the general public to have access to information on available incentives and more transparent insight into taxpayers’ spending.

The unified e-Register of Incentives is the result of a dialogue between the business community, the Government of the Republic of Srpska and local self-government units. The sustainability of the system is ensured within the legislative framework, both in terms of the obligation to enter data and the maintenance itself.

The e-Register is currently used by many institutions that previously did not have their own electronic databases. The Unified e-Register is currently used by around 80 national and local institutions that can exchange data among them. The data are uniform and unified, and the risk of error is minimised due to the possibility of linking the register with relevant databases and automatic download from official central registers (e.g. register of business entities, register of agricultural holdings).

The register, therefore, creates a basis for better policymaking and proposing measures for better distribution of incentives. Moreover, the information about the allocation of funds is more transparent and accessible for the citizens. The public currently has an overview of available incentives, current public calls and allocated funds.

The unified e-Register of Incentives has been operational since October 2020. It can be accessed here and has two portals – the public portal and the administrative part of the portal.

The unified e-Register is the first such register in the Western Balkans. It also includes many institutions: 13 institutions at the national level and 64 units of local self-government, i.e. all institutions that provide incentives to the economy.
