For the period 2018–2020, the state of Styria in southern Austria has set the target of developing municipal prevention chains along the educational biographies of children and adolescents in five communities. These communities are: Feldbach, Gratwein-Straßengel, Judenburg, Leibnitz and Weiz. Despite different starting conditions and social environments of children and adolescents, they should be able to grow up well, according to their abilities. On the basis of an integrated municipal overall strategy with objectives and measures, existing systems should be linked. As a starting point, a social area analysis is carried out to produce an overview of the living conditions of families to identify any existing gaps. An essential part of the initiative is to link existing offers in the areas of health, education, child, youth and social welfare, leisure, sport and culture for children, from pregnancy until the entry into a professional life.

For this networking and cooperation activity, the coordination offices were often implemented in the five participating communities, which ensures cooperation and networking, lobbying for the topic and acting as an information hub. The communities have a controlling role in their respective spheres of activity and contribute to the quality assurance of their adopted measures. During the project, they receive intensive support from the state of Styria, Department of Society. In addition, the initiative will be evaluated at the state and local level.

The aim of this model initiative is to prepare the results in such a way that further communities will implement this initiative in future and that the communities that are already implementing ‘Together we are strong for children’ will continue. Thus, the preparation and creation of a transfer guideline is planned, to be used for future implementations of a structure of municipal prevention chains to effectively link existing offers. This transfer guideline is based on the results of the evaluation as well as on subjective perceptions, feedback and experiences at all levels of the initiative. Already during the implementation phase, it will be worked out in the model communities how the individual measures can be permanently anchored at the local level.

In principle, a transfer of knowledge should be possible during the initiative, since the acquired know-how from the communities is to be passed on in practice forums as well as in other events at other communities. This ensures that the acquired knowledge is well distributed.

Due to the diverse levels, roles and topics within the initiative, the implementation of a project management on the state level has proved itself already. The approach of the initiative ‘Together we are strong for children’ has set the path for other administrative areas and can profit from this strategy. If experts from different areas are networked systematically and action is aligned along common goals, the project can be promoted in the long term.
